Filomena Vieira


Vast experience in legal consulting, both to private and public sector companies as well as Public Administration entities, on Administrative Law. 

The services provided are mainly focused on issues related to spatial planning, urban planning, and the environmental legal issues transversal to both matters, namely those concerning the Rede Natura 2000 (Natura Network 2000), the Reserva Ecológica Nacional (National Ecological Reserve), and the Reserva Agrícola Nacional (National Agricultural Reserve). She   has worked on tourism enterprise licensing, urban rehabilitation, architectural heritage, and industrial licensing - matters on which she has defined and monitored legal strategies to support  management decisions.

Filomena Vieira also possesses vast experience in public procurement, both in the preparation of all documents part of pre-contractual procedures and the legal consulting provided to juries during tender evaluation, as well as in the drawing up and monitoring of tender proposals and contract management. In this context, she has provided legal consulting on  applications to various community programmes. She possesses vast experience in the drafting of legislative proposals.

Academic Data

Degree in Law from the Portuguese Catholic University (Lisbon regional centre) in 1989. Master's Degree in Juridical-Political Sciences from the Lisbon University Law School in 1995. Member of the Portuguese Bar Association since 1991. Member of the European Group for Public Administration. Member of the International Bar Association.

  • Legal Assistant to the Secretary of State for Health and representative of the Ministry for Health in the Monitoring Committee for the transformation of hospitals into Public Limited Corporations.
  • Legal Consultant to various public institutions in the scope of their organic restructuring, namely regarding the definition of mergers, creations, and restructuring, including the drafting of legislative proposals and subsidiary regulations.
  • Definition and monitoring of public procurement procedures, in the context of projects supported by community programmes, particularly Saúde XXI  (OP Health XXI), POSI ( Operational Programme for Information Society), PRIME (Incentives Programme for the Modernisation of Economic Activities), and PRODER (Rural Development Programme).
  • Voting member of the Mission Team for the Organization and Functioning of State Administration
  • Representative of the Ministry of Finance in the Regulatory Committee for the Framework Law of Social Security, in the Technical Team for the Analysis and Structuring of  Social Security Financing, in the Technical Regulatory Team for Supplementary Schemes, in the Technical Regulatory Team for the new Social Security pension model, and in the Committee for the study on the integration of the social protection scheme for occupational risks in the Social Security system.
